Proposes a constitutional amendment to establish the Etowah County Board of Education with seven members elected from single-member districts, excluding the Cities of Attalla and Gadsden.

Creates a committee composed of the Etowah County Judge of Probate (chair), sheriff, circuit clerk, Chair of the Etowah County Democratic Party, and Chair of the Etowah County Republican Party to establish and reapportion district boundaries.

Requires the committee to reapportion districts within six months following each federal decennial census and utilize the principle of equal representation based on census data.

Ensures incumbent board members continue serving their original terms even if district boundaries change or redistricting places them outside their district.

Mandates the committee ensure the amendment complies with the Federal Voting Rights Act of 1965 before conducting any elections under the amendment.
