Abolishes the existing Alabama State Board of Prosthetists and Orthotists effective October 1, 2009, and creates a new nine-member board with members receiving $100 per day plus travel expenses.

Appoints board members as follows: three by the Governor (including one licensed prosthetist/orthotist, one consumer of prosthetic/orthotic services, and one physician); two by the Lieutenant Governor (both licensed prosthetists/orthotists); two by the Speaker of the House (one licensed podiatrist and one licensed prosthetist/orthotist); one by the President Pro Tempore of the Senate (licensed prosthetist/orthotist); and one by the Speaker Pro Tempore of the House (licensed prosthetist/orthotist).

Requires initial board appointments to be made no later than 60 days after July 1, 2009, with the Alabama Prosthetic and Orthotic Association submitting nominees within 15 days of July 1, 2009.

Specifies initial term lengths ranging from one to four years for board members to ensure staggered terms.

Becomes effective immediately upon passage and approval by the Governor.
