Reduces Alabama residency requirement for veterans' educational benefits from one year to 30 days immediately prior to application for benefits.

Applies the 30-day residency requirement to veterans applying for their own benefits and to wives, widows, and children of disabled or deceased veterans or servicemen.

Maintains other eligibility requirements including proof of identification, honorable discharge (or honorable termination of service), and that service was rendered during wartime or under extrahazardous conditions.

Becomes effective on the first day of the third month following passage and approval by the Governor, or its otherwise becoming law.
