• Class 7 municipalities may adopt a council-manager form of government by governing body resolution without requiring a petition from qualified electors.

• The adopted government structure consists of a five-member council with a mayor and four council members elected at-large.

• A referendum on the adoption must be held before January 1, 2011, with the new form of government becoming effective on the first Monday in November 2012.

• The mayor must call the election by proclamation within 10 days of the governing body's resolution adoption; if the mayor fails to do so, the council majority may call the election by resolution.

• Amendments to sections 11-43A-16, 11-43A-18, and 11-43A-32 establish procedures for the mayor pro tempore, city manager removal authority subject to contract terms, and exemptions from district council requirements for the five-member at-large council structure.
