SB376 Summary

• Creates a five-member personnel appeals board in the Franklin County Sheriff's Office with members appointed by the sheriff, state House representatives, state Senate representatives, Franklin County Commission, and elected by sheriff's office employees.

• Establishes initial terms of one year for sheriff-appointed, county commission-appointed, and employee-elected members, and two years for legislature-appointed members, with all subsequent terms lasting two years.

• Permits permanent employees (those with at least six months of service, excluding the chief deputy) to request hearings before the board regarding reprimands, demotions, suspensions, terminations, and other adverse personnel actions, with the board voting to uphold, amend, or overturn such actions.

• Provides each board member an expense allowance of $15 per meeting, not to exceed $300 per year, funded from pistol permit fees retained by the sheriff.

• Becomes effective only upon adoption of a constitutional amendment authorizing the Legislature to create a personnel appeals board for Franklin County.
