Amends Section 23 of Act 248 of the 1945 Regular Session to add a new early retirement incentive program for Jefferson County employees.

Personnel board shall provide a one-time retirement incentive bonus equal to 50 percent of an employee's annual salary to eligible county employees.

Employees must meet three conditions to receive the incentive: eligibility to retire under the existing retirement plan, combined age and years of service equaling or exceeding 85, and voluntary election to retire.

County employees who receive the retirement incentive and are subsequently rehired by the county must repay all funds received under this program.

Act becomes effective immediately upon passage and approval by the Governor or upon becoming law otherwise.
