Mayors, council members, and commission members whose presence counts toward establishing a quorum are automatically removed from office if they miss all regular and special called meetings for 90 consecutive days.

Municipal clerks must record attendance of all elected officials at each council or commission meeting, regardless of whether a quorum is present.

The council or commission may reinstate a removed official at the next meeting following removal if a majority votes to do so based on mitigating or extenuating circumstances.

Officials absent due to military service are exempt from the automatic removal provision.

If an official is not reinstated, the vacancy must be filled according to applicable law; the act becomes effective on the first day of the third month following passage and approval by the Governor.
