Establishes an electronic sales tracking system operated by the Alabama Criminal Justice Information Center to monitor over-the-counter sales of ephedrine and pseudoephedrine products at no cost to the state or retailers.

Limits individual purchases to 3.6 grams per calendar day or 9 grams per 30 days of ephedrine or pseudoephedrine products, with retailers required to verify purchases through the electronic system before completing sales.

Products containing 30 mg or more of ephedrine or pseudoephedrine must be sold in blister packages and stored behind counters or in locked display cases.

Imposes penalties ranging from Class C misdemeanor on first offense to Class C felony on third or subsequent offense for violations of the purchase limits and registration requirements.

Revises membership of the Alabama Methamphetamine Abuse Task Force to include representatives from district attorneys, law enforcement associations, and other state agencies, and requires the task force to develop employee training programs for retail establishments selling these products.
