Amends Section 11-52-33 of the Alabama Code to protect valid and enforceable contracts for purchasing or selling lots in proposed subdivisions from being impaired or prohibited.

Allows contracts to convey, transfer, or sell land by reference to subdivision plats before plat approval by the appropriate municipal commission, department, or agency.

Applies retroactively to all otherwise valid contracts entered into prior to September 4, 2009, and to all valid contracts entered into after the act's effective date.

Maintains existing penalties of $100.00 per lot for violations and allows municipalities to seek injunctive relief or recover penalties through civil action.

Became effective immediately upon passage and approval by the Governor on April 14, 2010 (passed 30-1 with 1 abstention).
