Creates an additional circuit judgeship (Circuit Judgeship Number 3) for the Twenty-seventh Judicial Circuit in Marshall County, conditioned upon the Marshall County Commission adopting a resolution to fund compensation and benefits for 24 months.

The additional judgeship funding must cover the judge's compensation and benefits, a judicial assistant, and a court reporter.

The first judge elected to this position shall be elected at the general election in November 2012, provided the judgeship receives preclearance under Section 5 of the Voting Rights Act of 1965.

The elected judge serves a six-year term beginning the first Monday following the second Tuesday in January after election, with jurisdiction and duties identical to other circuit judges.

Compensation follows Chapter 10A of Title 12, Code of Alabama 1975, with no salary supplement or expense allowance provided to judges first elected after October 1, 2001.
