Proposes a local constitutional amendment for Mobile County to transfer all assets and liabilities of the Water Works and Sewer Board of the City of Prichard to the Board of Water and Sewer Commissioners of the City of Mobile (Mobile Area Water and Sewer System).

Requires the transfer to occur within 90 days after amendment ratification and mandates the Mobile board assume or discharge all Prichard board liabilities, including indebtedness, contracts, and retirement obligations, evidenced by board resolution.

Dissolves the Water Works and Sewer Board of the City of Prichard upon completion of the asset and liability transfer.

Sets the election on the date of the June 2010 primary election, to be conducted according to Amendment 555 to the Alabama Constitution and state election laws, with notice by gubernatorial proclamation.

Requires election officials to assign a ballot number and include a description of the amendment allowing voters to mark "Yes" or "No" on the ballot.
