Creates the Alabama Charitable Bingo Licensure Commission composed of seven members appointed by the Governor, Attorney General, Lieutenant Governor, Speaker of the House, Chief Justice of the State Supreme Court, and President Pro Tempore of both chambers of the legislature within 21 days of enactment.

Prohibits commission members from having felony convictions, active involvement in charitable bingo, direct financial interest in bingo activities, or holding elected office; members receive per diem and travel expenses but no compensation.

Requires all charitable bingo operators to obtain a state license from the Commission before conducting operations, with the Commission authorized to set appropriate licensing fees to fund its operations.

Commission must inspect applications and equipment to ensure compliance with applicable local constitutional amendments and case law before issuing licenses, and may deny, revoke, suspend, or limit any license with final decisions appealable only to Montgomery County circuit court.

Commission is exempt from the Alabama Administrative Procedure Act for one year and will be dissolved upon establishment of a statewide gaming commission by statute or constitutional amendment.
