Increases fines for seat belt violations in front seat of passenger cars: $25 for first offense, $50 for second offense, and $75 for third or subsequent offense.

Prohibits seat belt violations from constituting probable cause for vehicle search.

Allocates $5 from each fine to the Peace Officers' Annuity and Benefit Fund.

For Department of Public Safety citations on first offense, allocates 60% of remaining funds to the Law Enforcement Division and 40% to the State General Fund; allocates all remaining funds from second or subsequent offenses to the State General Fund.

Requires state, county, and municipal police departments to maintain and monthly report statistical information on traffic stops for seat belt violations involving minorities to the Department of Public Safety and Attorney General.
