• Proposes a constitutional amendment to transfer all assets and liabilities of the Water Works and Sewer Board of the City of Prichard to the Board of Water and Sewer Commissioners of the City of Mobile (Mobile Area Water and Sewer System) within 90 days of ratification.

• Mobile Area Water and Sewer System must assume or discharge all liabilities of Prichard's board, including indebtedness, contracts, and retirement obligations, with assumption evidenced by board resolution.

• Upon transfer of assets and liabilities, the Water Works and Sewer Board of the City of Prichard shall be dissolved.

• Prohibits rate increases to existing Mobile Area Water and Sewer System customers for reasons related to acquisition or maintenance of Prichard's assets, liabilities, or infrastructure.

• Amendment becomes effective only upon favorable votes from majorities in both the Mobile Area Water and Sewer System service area and the Prichard Water and Sewer Board service area, with votes tabulated separately by precinct.
