Amends Alabama Code Section 27-56-4 (Access to Eye Care Act) to add a prohibition on insurance policies, plans, or contracts requiring eye care providers to purchase or maintain a minimum quantity or minimum dollar amount of ophthalmic materials as a condition of participation.

Prohibits insurance plans from requiring providers to purchase a specified brand of ophthalmic materials in order to participate in or receive payments from the policy, plan, or contract.

Does not apply to insurance policies, plans, or contracts already in effect on the date the act becomes effective.

Becomes effective on the first day of the third month following passage and gubernatorial approval, or upon otherwise becoming law.
