SB456 Summary

• Amends Section 29-4-6 of the Alabama Code to include the Alabama Law Institute as a legislative agency eligible to employ retired state and judicial employees.

• Allows retired employees from the Employees' Retirement System or Judicial Retirement Fund to work for the Alabama Law Institute under the same conditions as other legislative agencies (House, Senate, Department of Examiners of Public Accounts, Legislative Fiscal Office, Legislative Reference Service).

• Retired employees must be physically and mentally capable, work in non-permanent part-time capacity, not replace full-time employees, and receive compensation not exceeding the federal Social Security base allowed for persons age 67.

• Permits retirees age 65 or over to serve the Alabama Law Institute as independent contractors without compensation limitations that apply to regular employment.

• Becomes effective immediately upon passage and gubernatorial approval.
