Applies only to the City of Birmingham in Jefferson County.

Authorizes the Birmingham City Board of Education to adopt a policy allowing security personnel to carry firearms while on duty, subject to specified requirements.

Prohibits non-certified security personnel from carrying firearms during school hours, scheduled extracurricular activities on campus, or when students are scheduled on campus and notified in advance.

Requires security personnel carrying firearms to complete Alabama Peace Officers' Standards and Training Commission firearms training, obtain annual requalification, and possess a pistol license if not certified law enforcement officers.

Requires armed security personnel to also carry a means of passive force and establishes that policy adoption must comply with Alabama Code Section 16-1-30; effective July 1, 2010.
