Proposes a constitutional amendment for Jefferson County to legalize bingo games operated by nonprofit organizations for charitable, educational, and other lawful purposes.

Repeals Amendment No. 386 relating to bingo operations by nonprofit organizations in Jefferson County.

Establishes sheriff oversight to promulgate rules and regulations for bingo licensing, permitting, and operation, including compliance requirements.

Sets operational restrictions including minimum age of 19 for players and operators, exclusive operation on nonprofit-owned or leased premises, $10,000 maximum prize per session, equipment marking requirements, and prohibition on third-party operation contracts.

Defines eligible nonprofit organizations as religious, educational, service, senior citizens, fraternal, veterans, volunteer fire departments, and volunteer rescue squads that either operated continuously for three years or hold IRS tax-exempt status; violations classified as Class A misdemeanor.
