Amends Section 25-5-1 of the Code of Alabama 1975 to add a definition of "owner-operator" to the workers' compensation law definitions.

Defines owner-operator as an equipment lessor who provides vehicular equipment with a driver to transport passengers or property under contract with a common carrier.

Specifies that owner-operators and their drivers are not considered employees of the common carrier for purposes of workers' compensation coverage or benefits, provided the driver is not employed by the common carrier.

Reinforces existing law that common carriers by motor vehicle operating under a certificate of public convenience and necessity cannot be deemed the employer of leased-operators or owner-operators.

Becomes effective immediately upon passage and approval by the Governor.
