Authorizes state departments and appointing authorities to implement voluntary furlough plans for employees with approval from the State Personnel Department.

Requires that any adopted furlough plan apply to an entire department, preventing selective implementation across divisions or units.

Maintains existing protections for Merit System employees during layoffs, including seniority and service rating considerations and priority rehiring rights.

Prohibits state agencies from laying off Merit System employees while employing non-Merit System employees to perform similar duties; non-merit employees must be separated first in layoff situations.

Becomes effective immediately upon passage and gubernatorial approval.
