SB 538 - Alabama Stroke Improvement Act

• Creates a statewide, comprehensive stroke registry to improve stroke care quality and patient outcomes in Alabama.

• Establishes a Stroke Registry Task Force consisting of 10 members including the State Health Officer, neurologist, hospital representatives, epidemiologist, and representatives from medical and public health organizations.

• Requires all licensed medical facilities (except pediatric, orthopedic, psychiatric, and rehabilitative hospitals) to report stroke patient data consistent with nationally recognized guidelines to the Department of Public Health.

• Mandates the Department of Public Health maintain a statewide stroke database using stroke consensus metrics developed by the American Heart Association/American Stroke Association, CDC, and Joint Commission; protects patient confidentiality except for continuity of care purposes.

• Requires annual reports to the Governor and Legislature beginning July 1, 2012 (or as required by Centers for Medicaid Services) on progress toward improving stroke care quality and patient outcomes.
