Creates an additional circuit judgeship designated as judgeship number 6 in the Twenty-eighth Judicial Circuit, which comprises Baldwin County.

Makes the new judgeship conditional upon Baldwin County Commission adoption of a resolution providing necessary funding through 2014 for the judge's compensation and benefits, plus a judicial assistant and bailiff or law clerk.

The position shall be filled by election at the general election in 2012, following preclearance under Section 5 of the Voting Rights Act of 1965.

The first elected judge serves a six-year term beginning the first Monday following the second Tuesday in January after election, with full jurisdiction and duties equivalent to other circuit judges.

Judge compensation follows Chapter 10A, Title 12, Code of Alabama 1975, with no salary supplement or expense allowance for judges first elected after October 1, 2001.
