• Requires submission of an audited financial statement for fiscal year 2008-2009 before any funds are released.

• Mandates quarterly reports to the Director of Finance comparing actual expenditures and accomplishments to planned amounts, and an end-of-year performance report detailing work accomplished, services provided, and program effectiveness measures.
