Amends Section 13A-9-13.1 of the Code of Alabama 1975 to increase penalties for negotiating worthless negotiable instruments given to livestock markets.

Establishes that negotiating a worthless negotiable instrument remains a Class A misdemeanor in most cases, but becomes a Class C felony if the instrument is $1,000 or more and is given to a livestock market for the purchase of livestock.

Applies definitions of "negotiable instrument," "negotiation," and "delivery" from the Alabama Uniform Commercial Code to this offense.

Becomes effective on the first day of the third month following passage and approval by the Governor.

Qualifies for exemption from Amendment 621 constitutional requirements regarding local expenditures because it defines a new crime or amends an existing crime definition.
