Proposes a local constitutional amendment for Chambers County to continue levying a special countywide ad valorem tax at the rate of twenty cents ($.20) per $100 of taxable property exclusively for public library purposes through the fiscal year ending September 30, 2033.

Authorizes the Chambers County Commission to levy and collect the special library tax originally authorized by Constitutional Amendments No. 554 and 721, with no increase in the tax rate permitted.

Prohibits all proceeds from the special tax from being used to pay any costs or expenses incurred in levying or collecting the tax, whether directly or indirectly.

Establishes the amendment as self-executing, requiring no additional legislative action for the tax to continue being levied and collected.

Schedules a referendum on the proposed amendment for the November 2, 2010 general election with a yes-or-no ballot question.
