Authorizes the Lowndes County Commission to establish a "Contingent Fund" beginning with the fiscal year starting October 1, 2010.

Permits annual appropriations not exceeding $10,000 from county treasury funds to the Contingent Fund for any county purposes deemed in the best interest of the county.

Allows unexpended funds to carry forward to the next fiscal year rather than revert to the county treasury, with total appropriations or expenditures capped at $10,000 annually.

Grants the Lowndes County Commission authority to establish procedures for expenditure of the contingent fund.

Becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
