• Establishes the "Advanced Broadband Collocation Act" to streamline the process for placing new wireless facilities on existing wireless support structures and modifying existing wireless facilities.

• Applications for collocation or modification of wireless facilities are reviewed only for conformance with site plan, building permit, and safety requirements; applicants are not subject to additional zoning, land use, or special use permit approvals beyond the initial approval for the support structure.

• Local governing authorities may not evaluate non-safety-related technical, business, or service characteristics of proposed wireless facilities, nor may they require radio frequency analyses or documentation demonstrating service characteristics or business justification.

• Local governing authorities must make a final decision on applications within 90 calendar days of receiving a complete application and must notify the applicant in writing within 30 days if additional information is needed; time spent by applicants providing additional information does not count toward the 90-day deadline.

• Collocations and modifications must not increase the height, width, or load of the wireless support structure, increase equipment compound dimensions, or exceed applicable weight limits as demonstrated by a structural engineer's report.
