• Proposes a constitutional amendment to Baldwin County defining the Stockton Landmark District with boundaries beginning at the I-65 and R2E/R3E line intersection, proceeding north through Little Halls Creek, Halls Creek, Tensaw Lake, and Tensaw River, then back to I-65.

• Prohibits any property within the Stockton Landmark District from being annexed into any municipality by local law.

• Requires an election on the proposed amendment to be held in accordance with Amendment 555 to the Alabama Constitution and state election laws.
