AL SB74

Amends Section 17-8-1 of the Alabama Code to authorize appointment of alternate election officials through local law when appointed inspectors or clerks cannot perform their duties.

Prioritizes appointment of alternates who are registered voters in the precinct where a vacancy exists.

Limits alternate appointments by county population: up to 4 alternates in counties with less than 100,000 inhabitants, up to 12 in counties with 100,000-250,000 inhabitants, and up to 24 in counties with more than 250,000 inhabitants.

Requires local law to limit the number of alternates serving and prohibit payment for alternates exceeding the number authorized by the local act.

Designates appointment and payment of alternates as election expenses eligible for reimbursement by the state Comptroller.
