Urges U.S. Congress to provide full funding for the Resource Conservation and Development (RCD) Program in fiscal year 2011 and all subsequent fiscal years.

RCD Program is funded through the Natural Resources Conservation Service (NRCS) budget of the United States Department of Agriculture and establishes RCD Councils led by volunteer members including local, civil, appointed, and elected officials.

RCD Councils are non-profit entities that address unmet needs in local communities and play important roles in rural and urban development as well as natural resource conservation.

Fiscal year 2011 Administration Budget proposed elimination of the RCD Program, prompting this resolution.

Directs distribution of this resolution to all members of Alabama's Congressional Delegation to communicate the state's strong support for the program and urge them to advocate for its funding with their Congressional colleagues.
