HB12 Summary

• Amends Section 11-45-8 of the Alabama Code to allow municipalities to publish planning, zoning, and business licensing ordinances in synopsis form rather than in full text.

• Synopsis must include: summary of purpose and effect, property descriptions (for planning/zoning), affected business categories (for licensing ordinances), passage and effective dates, and notice of where full ordinance text can be obtained.

• Ordinances take effect upon newspaper publication or five days after posting; municipalities must maintain postings for at least 30 days and include ordinances on municipal websites for 30 days if a website exists.

• Clerk must append certificate to ordinance record stating time and manner of publication, which serves as presumptive evidence of proper publication.

• Act becomes effective on the first day of the third month following passage and Governor approval.
