AL HB14

Amends Section 11-42-5 of the Code of Alabama 1975 to validate and ratify municipal annexations completed prior to the effective date of this act, notwithstanding any procedural irregularities or defects.

Applies ratification to annexations completed under any statutory procedure or pursuant to a final judgment of a circuit court, treating them as if all legal provisions had been properly followed.

Excludes annexations that were held invalid by the Alabama Supreme Court, Court of Civil Appeals, or circuit court with no timely appeal filed to higher courts.

Excludes annexations where validity is still pending in an active lawsuit commenced before the act's effective date.

Does not alter provisions of Article 5, Section 11-49-80 requiring municipalities to assume responsibility for roads annexed under certain circumstances.
