Creates a five-member Legislative Compensation Commission with members appointed by the Governor (2), Chief Justice of Alabama Supreme Court (1), Lieutenant Governor (1), and Speaker of the Alabama House of Representatives (1), with initial appointments on February 1, 2015, and quadrennially thereafter for four-year terms.

Commission members must not be state officials or employees and cannot receive compensation, but are reimbursed for expenses at the same per diem rate as state employees; appointing authorities must strive for balanced geographic, gender, racial, and ethnic diversity.

Commission shall set by resolution, by the fifteenth legislative day of the fourth regular session of each quadrennium, the salary, expense allowance, benefits, and other compensation for Alabama Legislature members, effective the first day of January following the next general election unless rejected by joint resolution with recorded vote in both houses.

Grants the commission exclusive authority to modify legislative compensation; the Legislature is prohibited from modifying legislative compensation or benefits.

Repeals conflicting laws upon commission adoption of its initial resolution, including Acts 87-209, 91-108, 2007-75, 1196 of 1971, 91-95, 90-490, Section 49 of the Alabama Constitution, and Section 29-1-8 of the Code of Alabama 1975; also repeals conflicting parts of Constitutional Amendments 39 and 57.
