HB17 Summary

• Creates an "entertainment district" designation for retail alcoholic beverage licenses in Class 1, 2, 3, 4, and 5 municipalities, issued by the Alabama Alcoholic Beverage Control Board.

• Permits patrons to exit licensed premises with open containers of alcoholic beverages and consume them anywhere within the entertainment district boundaries, but prohibits entering other licensed premises with open or closed containers acquired elsewhere.

• Limits municipalities to establishing no more than two entertainment districts, each requiring a minimum of four retail liquor licensees and not exceeding one-half mile by one-half mile in area, though districts may be irregularly shaped.

• Repeals all conflicting laws and existing provisions that designate or restrict entertainment district boundaries, size, or area.

• Becomes effective immediately upon passage and gubernatorial approval.
