Amends Section 31-5-14 of the Alabama Code to change payment of Department of Veterans' Affairs employee salaries and expenses from "required" to "may be paid" from the State General Fund, effective October 1, 2011 and thereafter.

Authorizes the State of Alabama to pay salaries for department officials and employees, plus office, travel, and other operational expenses from the State General Fund rather than mandating such payment.

Maintains existing requirement that counties provide suitable office space in courthouse or other county location for district and county service commissioners at no cost to the state.

Preserves county responsibility for paying rental, telephone, janitor, light, power, heat, and other maintenance expenses for service commissioner offices located within their counties.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
