• Increases the delinquency penalty for late registration fees from $50 to $150 per product if not paid by March 1 or within 60 days of the due date.

• Establishes a staggered implementation schedule based on registrant names: registrants with names A-M renew biennially starting December 31, 2011; registrants with names N-Z renew annually for one year at $200, then switch to biennial renewals at $400 starting December 31, 2012.

• Effective on the first day of the third month following passage and approval by the Governor.
