Prohibits county commissions and municipal governing bodies from adopting or enforcing ordinances, rules, or resolutions regulating the registration, packaging, labeling, sale, distribution, transportation, storage, or application of fertilizers.

Reserves all regulatory authority over fertilizers to the Department of Agriculture and Industries.

Defines "fertilizer" as any substance containing recognized plant nutrients designed for plant growth, with specific exemptions for unmanipulated animal and vegetable manures, marl, lime, limestone, wood ashes, boiler ashes from pulp and paper industries, and similar products.

Preserves local zoning ordinances and business licenses unless they specifically attempt to regulate fertilizers as prohibited by this section.

Exempts political subdivisions whose National Pollutant Discharge Elimination System permits or ADEM administrative actions require stricter standards for impaired water bodies, provided they document the rationale in the public record and the exemption lapses when water quality is restored.
