HB210 Summary

• Establishes a new restricted motor vehicle license plate category for low speed vehicles and mini-trucks to operate on public roads with posted speed limits of 25 miles per hour or less.

• Defines a low speed vehicle as a four-wheeled motor vehicle with a top speed not greater than 25 miles per hour and gross vehicle weight rating less than 3,000 pounds, including neighborhood electric vehicles and speed-modified golf carts that comply with federal safety standards 49 C.F.R. Section 571.500.

• Defines a mini-truck as a four-wheeled reduced dimension truck at least 48 inches wide with minimum unladen weight of 1,500 pounds, equipped with a fully enclosed metal cab, speed governor limiting speed to 25 miles per hour, and specified safety equipment including headlamps, stop lamps, turn signals, seat belts, and windshield.

• Exempts low speed vehicles and mini-trucks from certificate of title requirements and requires registration using the same annual license tax and fees as private passenger automobiles.

• Prohibits operation on roads with posted minimum speeds greater than 25 miles per hour, except at intersections, and requires vehicles to display a restricted low speed use license tag.
