• Prohibits the willful removal or falsification of identification numbers on vessels, outboard motors, vessel trailers, or their component parts, with violations classified as Class A misdemeanors.

• Criminalizes the knowing possession, purchase, receipt, sale, or disposal of vessels or parts with removed or falsified identification numbers, and the removal or alteration of vessel registration numbers or decals with intent to conceal or misrepresent identity.

• Authorizes law enforcement to seize and detain vessels or parts with altered or removed identification numbers for up to 72 hours to determine true identity, with items subject to forfeiture if ownership cannot be established.

• Permits law enforcement agencies and the Department of Conservation and Natural Resources to retain forfeited property for official use, destroy it, or sell it to the highest bidder with proceeds deposited into law enforcement funds.

• Applies only to vessels manufactured and sold after 1985 and does not require boats or vessels to obtain a title.
