Permits adults not prohibited by Alabama law from purchasing alcohol to produce beer, mead, cider, and wine for personal and noncommercial use without taxes, fees, or licenses, with aggregate household amounts limited to those specified in 26 U.S.C §5053(e).

Prohibits sale or offering for sale of homebrewed beer, mead, cider, or wine produced under this section.

Allows removal and transportation of homebrewed beverages from production premises for personal use at organized events including homebrewing competitions, tastings, judgings, and craft exhibitions, which may be held on licensed premises without violating licensure conditions.

Prohibits production of distilled liquors (bourbon, whiskey, rum, vodka) and prevents persons under 21 years of age from purchasing, consuming, possessing, or transporting homebrewed beverages.

Prohibits homebrewing production in dry municipalities and dry counties, with exception for wet municipalities only.
