• Amends Act 2010-728 to modify the membership composition of the Jackson/DeKalb Counties Industrial Development Authority.

• Authority's purpose remains to market and develop the Northeast Alabama Technology Park on the Campbell site near Northeast Alabama Community College and other suitable economic development sites in the vicinity.

• Establishes 11 voting members including the NACC President (chair), representatives appointed by Jackson and DeKalb County Commissions, members appointed by the state legislative delegation, representatives from the Section/Dutton Water Authority, Sand Mountain Electric Co-op, Farmers Telecommunication Cooperative, and chairs of both county Economic Development Authorities and the NACC Advisory Board.

• Designates the President/CEO of Jackson County Economic Development Authority and Executive Director of DeKalb County Economic Development Authority as ex officio members.

• Appointed members serve four-year terms; authority meets at NACC with clerical support provided by the college and may receive public or private funding.
