Amends Alabama Code Sections 11-23-4 and 11-23-7 to require county commissions to use judicial process to enforce restrictions on land use within designated industrial parks.

Changes county commission authority from discretionary ("may") to mandatory ("shall") regarding enforcement of industrial character requirements for facilities within industrial parks.

Requires county commissions to abolish an industrial park or remove portions of territory only when: (1) industries located therein request abolishment or removal, or (2) property ceases to be used for industrial park purposes.

Establishes that abolishment or removal resolutions become effective 30 days after adoption unless a property owner files a court challenge within that period; if challenged, the resolution becomes effective only upon final judgment adverse to the property owner.

Requires results of any final action altering industrial park boundaries to be filed with the clerk of probate court; becomes effective the first day of the third month following passage and gubernatorial approval.
