Reduces the pre-school-term period during which teachers cannot cancel contracts from 45 to 30 calendar days before the beginning of the school term, unless mutual agreement exists.

Teachers may cancel contracts at any other time by providing five days' written notice to the employing board of education; violations constitute unprofessional conduct subject to certificate revocation or suspension by the State Superintendent of Education.

Changes teacher reemployment notification deadline to June 30 in the first year of each legislative quadrennium; teachers must notify boards of rejection in writing 30 calendar days before the first day of school term (previously by June 15).

Requires school board contract cancellations and nonemployment notices to be approved by a majority vote of board members, documented in board meeting minutes prior to or at the time of action.

Act becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
