Allows University of South Alabama Board of Trustees members to participate in meetings via telephone conference, video conference, or similar communications equipment with all participants able to hear each other simultaneously.

Participation through electronic means counts as physical presence for quorum purposes, but requires a majority of a quorum to be physically present at the noticed meeting location to conduct any business.

Requires compliance with the Alabama Open Meetings Act for all electronic communications and notice of meetings.

Mandates that members of the public be given the opportunity to simultaneously listen to or observe board meetings conducted by electronic means.

Becomes effective immediately upon passage and approval by the Governor.
