Proposes a constitutional amendment to establish the Montgomery County Reservoir Management Area Authority as a political subdivision of Alabama.

Authorizes the authority to develop Catoma Creek in Montgomery County for purposes including water conservation, dam construction, flood control, industrial development, navigation, irrigation, and recreation.

Grants the authority power to acquire land through purchase, lease, or condemnation; issue revenue bonds; levy excise, sales, and ad valorem taxes within the management area; and exercise zoning authority.

Exempts the authority from state taxation, Public Service Commission regulation, and certain filing fees while authorizing Montgomery County Commission and municipalities to contribute funds without requiring an election.

Requires voter approval through a statewide election conducted under Amendment 555 to the Alabama Constitution of 1901.
