• Railroad companies must provide and maintain heated rooms at all terminals and headquarters with adequate wash basins, shower-baths, inside toilets, and lockers for employees.

• Railroads must maintain drinking water at permanent assembly points where maintenance employees meet at the beginning and end of work days.

• Mobile labor camps housing maintenance-of-way employees must provide heat and air conditioning, adequate wash facilities, toilets, lockers, potable water, minimum 80 square feet floor space per occupant (maximum 4 per car), emergency alert weather radios, smoke detectors, carbon monoxide detectors, and emergency evacuation instructions.

• The State Board of Health must adopt rules regulating mobile camp sanitary conditions and operations, with enforcement by local health officers and an inspection fee system based on occupant capacity in increments of 50 individuals, with fees deposited in the State General Fund.

• The Alabama Public Service Commission shall investigate complaints regarding inadequate sanitary facilities and may seek mandamus relief in circuit court to enforce compliance with improvement orders.
