HB382 Summary

• Establishes the Commission on Public Education Assessment, Organization, and Allocation composed of 21 members including the State Superintendent of Education, representatives from higher education institutions, school boards, educators, parents, business, government, and legislature-appointed members.

• Creates the Advisory Board on Public Education Assessment, Organization, and Allocation (up to 7 members) to conduct an in-depth evaluation of all public education levels from kindergarten through higher education and recommend improvements to structure, governance, and funding.

• Advisory board members must be external experts with no Alabama residency or employment, no Alabama higher education degrees, no political connections to state officials, and must reflect racial, gender, geographic, urban/rural, and economic diversity.

• Advisory board shall submit preliminary report by December 1, 2012 and final report by October 1, 2013, addressing education entities, locations, governance structures, funding priorities, faculty retention, resource utilization, and urban/rural education needs.

• Commission receives advisory board report, may modify recommendations, and submits final report with proposed legislation to Governor and Legislature by December 1, 2012; both entities then dissolve.
