Adopts and incorporates into the Code of Alabama 1975 general and permanent laws enacted during the 2009 First Special Session and 2010 Regular Session as contained in the 2010 Cumulative Supplements to specified volumes and 2010 Replacement Volumes 7A, 17A, 18, and 18A, authenticated by the Great Seal of Alabama.

Adopts and incorporates into the Code of Alabama 1975 local and permanent laws pertaining to various counties enacted during the 2009 First Special Session and 2010 Regular Session as contained in the 2010 Cumulative Supplement to county law volumes 22B, 22C, 22D, and 22E.

Declares that this adoption constitutes a continuous systematic codification of the entire Code of Alabama 1975 under Section 85 of the Alabama Constitution and qualifies as a law adopting a code under Section 45 of the Alabama Constitution.

Confirms that West Group, as Code Publisher, has discharged its duties to edit and publish replacement volumes by combining previous material with cumulative supplement content while making only nonsubstantive changes including corrections for reference numbers, governmental department name changes, and typographical errors.

Requires the Secretary of State to file and maintain custody of authenticated supplement and replacement volumes, which shall not be removed from the office but may be certified upon request and payment of prescribed fees; does not affect any 2010 Special Session or 2011 session statutes.
