Establishes registration requirements including application fees, a $25,000 surety bond, designation of a principal contact, verification of appraiser credentials, and periodic review of appraisers' work.

Prohibits appraisal management company employees from influencing appraisers through coercion, withholding payments, conditioning fees on valuation opinions, or providing anticipated property values.

Authorizes the board to censure, suspend, or revoke registration and impose civil penalties up to $25,000 for violations, with adjudicatory proceedings following the Administrative Procedure Act.
