• Creates the Alabama Interagency Council for the Prevention of Elder Abuse to coordinate statewide efforts addressing elder abuse of persons age 60 and above, including emotional, physical, sexual abuse, neglect, material exploitation, and self-neglect.

• Establishes council membership comprised of chief executive officers from 26 state agencies and organizations including the Department of Human Resources, Department of Senior Services, Attorney General, law enforcement, and advocacy groups, with meetings held at least bi-monthly and open to the public.

• Designates the Chief Justice of the Alabama Supreme Court to appoint the council chair and designate a lead agency upon council recommendation, with the lead agency responsible for general administration and monitoring of council activities.

• Requires the council to develop and semi-annually review a comprehensive statewide system of care plan addressing barriers to reporting elder abuse, coordinated victim services, fiscal analysis of prevention programs, and annual implementation steps, with reports due to the Chief Justice, Governor, and Legislature by the 10th legislative day of each regular session.

• Subjects the council to the Alabama Sunset Law with a termination date of October 1, 2015, and every four years thereafter unless continued pursuant to that law; becomes effective the first day of the third month following passage and gubernatorial approval.
